Acoustic Guitar Saddle Buzz

Acoustic guitar string buzz…?

It only buzzes when I play the first string frets 1, 3, 9, 13, and 17. I looked at the saddle and saw there was an indent where the string touches so I sanded it down, but that doesn’t help. Not sure if it’s the frets that are too high or if the string is too low due to a low saddle/nut. Any suggestions?
